Το Υφυπουργείο Τουρισμού θέτει σε δημόσια διαβούλευση τη Μελέτη «Development of a Strategy aiming at the Product Development of Diving Tourism in Cyprus» και το συνοδευτικό «Σχέδιο Υλοποίησης (Implementation Plan)», τα οποία εκπονήθηκαν στο πλαίσιο της ανάπτυξης του καταδυτικού τουρισμού στην Κύπρο.

Σκοπός της διαβούλευσης είναι η συλλογή απόψεων, εισηγήσεων και παρατηρήσεων από όλους τους ενδιαφερόμενους φορείς, επαγγελματίες του κλάδου, οργανωμένα σύνολα και πολίτες, ώστε να ληφθούν υπόψη κατά την οριστικοποίηση της Εθνικής Στρατηγικής και την ετοιμασία του Σχεδίου Δράσης (Action Plan) για την ανάπτυξη του καταδυτικού τουρισμού.

Η Μελέτη αξιολογεί την υφιστάμενη κατάσταση του καταδυτικού τουρισμού στην Κύπρο, αναλύει τις διεθνείς τάσεις και πρακτικές, καταγράφει τα συγκριτικά πλεονεκτήματα και τις προκλήσεις του τομέα και προτείνει ένα ολοκληρωμένο πλαίσιο στρατηγικών κατευθύνσεων και δράσεων για τη βιώσιμη ανάπτυξη του προϊόντος.

Το Σχέδιο Υλοποίησης θα περιλαμβάνει τις προτεινόμενες δράσεις, τους αρμόδιους φορείς υλοποίησης, το ενδεικτικό χρονοδιάγραμμα και τη μεταξύ τους συνεργασία, αποτελώντας τη βάση για την υλοποίηση της Στρατηγικής.

Το Υφυπουργείο Τουρισμού καλεί κάθε ενδιαφερόμενο να υποβάλει απόψεις ή/και σχόλια ηλεκτρονικά μέσω της πλατφόρμας η-Διαβούλευση, το αργότερο μέχρι τις 15 Σεπτεμβρίου 2026.

    International Scientific Perspective on Safety, Education and the Long-Term Development of Undersea Medicine and Research Capacity in Cyprus

    1. Introduction

    The International Society of Freediving Medicine and Physiology (ISFMPh, www.https://isfmph.org/) welcomes the initiative of the Deputy Ministry of Tourism of the Republic of Cyprus to develop a National Strategy for the Development of Diving Tourism in Cyprus.
    From an international scientific perspective, the development of diving tourism presents an opportunity for Cyprus to strengthen not only its tourism offer, but also the knowledge, education, professional competence and scientific capacity that support the safe and sustainable development of underwater activities.
    ISFMPh considers these areas to be interconnected. Investment in safety and education should form an important immediate component of the national strategy, while the expertise, collaborations and experience developed through these activities could provide a foundation for longer-term scientific development, including the possible future establishment of a Research Center for Undersea Medicine and Physiology.

    2. Immediate Priority: Safety, Education and Professional Capacity

    As diving and freediving participation grows, Cyprus has an opportunity to invest proactively in the human and institutional capacity needed to support the sector.
    Priority should be given to strengthening access to appropriate knowledge, education and evidence-based training for divers, instructors, operators and other professionals involved in underwater activities. This should be complemented by appropriate medical preparedness and professional competence, so that the development of diving tourism is accompanied by a strong culture of prevention and responsible practice.

    Relevant areas for investment could include:
    • education and continuing professional development for divers and instructors;
    • evidence-based training and dissemination of current scientific and medical knowledge;
    • strengthening medical preparedness and access to appropriate specialist expertise;
    • development of professional competence among operators and other relevant personnel;
    • support for appropriate emergency preparedness and response; and
    • closer interaction between the diving sector, healthcare professionals and scientific organisations.

    3. Building a Knowledge and Education Ecosystem

    The development of diving tourism can be supported by creating stronger links between the diving community, medical professionals, educators, universities, scientific organisations and public authorities.
    An effective knowledge ecosystem could facilitate the translation of scientific and medical evidence into practical education and professional development. It could also create mechanisms through which experience from the field informs future educational priorities and scientific questions.
    Over time, this approach would help Cyprus develop a community of professionals and institutions with shared expertise in diving medicine, freediving physiology, environmental physiology and underwater safety.

    4. From Capacity Building to Research Collaboration

    Once stronger educational and professional foundations are in place, Cyprus could progressively develop opportunities for scientific collaboration.
    Training activities, professional networks and partnerships with universities and international scientific organisations could provide a basis for pilot studies, data collection, scientific workshops, visiting-researcher programmes and collaborative research.
    This staged approach would allow research priorities to emerge from Cyprus’ actual needs and from opportunities identified through national and international collaboration, rather than requiring the immediate creation of a new research institution.

    5. Long-Term Opportunity: A Research Center for Undersea Medicine and Physiology

    Within this longer-term pathway, ISFMPh believes that Cyprus could eventually explore the feasibility of establishing a Research Center for Undersea Medicine and Physiology.
    This should be understood as a prospective strategic opportunity rather than an immediate institutional request. Its feasibility and scope would need to be assessed through consultation with the Government of Cyprus, Cypriot universities, healthcare institutions, scientific organisations and other relevant stakeholders.

    A future center could potentially provide an international platform for:
    • research in undersea and hyperbaric medicine;
    • diving and freediving physiology;
    • immersion, pressure and breath-hold physiology;
    • environmental physiology;
    • human performance in challenging and extreme environments;
    • field-based physiological studies;
    • medical and scientific education;
    • international researcher exchange; and
    • collaboration between academia, healthcare and the diving sector.

    6. Potential Scientific Scope

    A future center could support multidisciplinary research addressing both fundamental and applied questions. Potential areas could include:
    • Undersea and Hyperbaric Medicine — physiological and medical responses to pressure and immersion, including recreational, technical and occupational diving.
    • Freediving and Breath-Hold Physiology — responses to breath-hold, immersion, exercise and increasing hydrostatic pressure.
    • Environmental Physiology — human responses to environmental stressors associated with marine and other challenging environments.
    • Human Performance — adaptation, performance and resilience during exposure to extreme environmental conditions.
    • Applied Diving Research — studies connecting scientific findings with practical questions relating to prevention, training and safety.

    7. International Collaboration and Scientific Exchange

    If such capacity were developed, its international dimension would be particularly important. Cyprus could establish relationships with universities, medical schools, research laboratories, scientific societies and professional organisations across Europe and internationally.

    Potential activities could include:
    • collaborative and multicentre research;
    • visiting-researcher programmes;
    • academic and scientific exchanges;
    • joint publications;
    • international research projects;
    • scientific workshops; and
    • specialist meetings and conferences.

    8. Translating Research into Practice

    The ultimate value of research capacity would be strengthened by maintaining a connection with the practical diving and medical communities.
    Research findings could contribute to professional education, instructor development, medical training, emergency preparedness, evidence-based safety practices and improved understanding of physiological risks. Conversely, practitioners could help identify research questions of direct relevance to diving and freediving.
    Research, education and practical application should therefore be viewed as complementary components of a developing national ecosystem.

    9. Potential Contribution to Cyprus

    A progressive investment in safety and education, followed by scientific collaboration and potentially research infrastructure, could generate benefits extending beyond the diving-tourism sector.
    Potential longer-term benefits include strengthening Cyprus’ academic and scientific profile; creating opportunities for Cypriot researchers and students; attracting international researchers and specialists; facilitating international research collaborations; hosting scientific and medical meetings; developing specialist expertise; strengthening links between tourism, academia and medicine; and adding a distinctive scientific dimension to Cyprus’ international identity.
    Such development could also support a higher-value form of professional and scientific tourism, complementing Cyprus’ existing recreational diving offer.

    10. A Phased and Collaborative Pathway

    ISFMPh recommends that any longer-term vision be approached progressively:
    – First, strengthen safety, education, professional competence and medical preparedness within the diving sector.
    – Second, build national and international networks linking practitioners, healthcare professionals, educators, universities and scientific organisations.
    – Third, support pilot research, workshops, exchanges and collaborative scientific projects that respond to identified national priorities.
    – Fourth, evaluate the feasibility of dedicated research infrastructure, including the potential development of a Research Center for Undersea Medicine and Physiology.

    This pathway would allow each stage to build on demonstrated needs, expertise and partnerships while avoiding premature institutional commitments.

    11. Role of ISFMPh

    The International Society of Freediving Medicine and Physiology would be pleased to contribute its international expertise to any future exploration of this pathway.
    Subject to appropriate discussions and institutional arrangements, ISFMPh could contribute to scientific and strategic discussions, identification of international collaborators, development of research priorities, scientific meetings and workshops, researcher exchange, educational initiatives and collaborative research.
    The Society would welcome dialogue with the competent authorities and relevant Cypriot institutions regarding the contribution that international scientific organisations could make to strengthening safety and education in the near term and exploring research opportunities over the longer term.

    Conclusion

    ISFMPh welcomes the initiative of the Deputy Ministry of Tourism to develop a National Strategy for Diving Tourism in Cyprus.
    We believe that a successful strategy should recognise the relationship between tourism development, safety, education, professional competence, medical preparedness and scientific capacity.
    In the immediate term, Cyprus has an opportunity to invest in the knowledge and educational foundations that will support the safe and sustainable growth of underwater tourism. In the medium term, these foundations can facilitate scientific collaboration and applied research. In the longer term, they could provide the basis for evaluating the feasibility of an international Research Center for Undersea Medicine and Physiology.
    Such a staged approach would allow Cyprus to develop its capabilities according to national priorities, demonstrated needs and international scientific opportunities. The International Society of Freediving Medicine and Physiology, represented by its President Dr Egi Murat, PhD, and with the participation of Dr Oleg Melikhov, MD, PhD, Head of the AIDA International Medical and Scientific Committee, Vice-President of ISFMPh, would be pleased to support dialogue and future collaboration in this area. Cyprus has the potential not only to become an important destination for diving tourism, but also to develop a distinctive international role in the science, medicine and physiology of human activity underwater.

  2. ΑΡΧΗ ΛΙΜΕΝΩΝ ΚΥΠΡΟΥ

    Η Αρχή Λιμένων Κύπρου, στο πλαίσιο της Δημόσιας Διαβούλευσης για την Εθνική Στρατηγική Ανάπτυξης του Καταδυτικού Τουρισμού στην Κύπρο, επιθυμεί να υποβάλει τις ακόλουθες παρατηρήσεις.

    Σε σχέση με την Ενότητα 2: Διακυβέρνηση – Ρόλοι & Συντονισμός, επισημαίνεται ότι σημαντική προϋπόθεση για τη διασφάλιση της ασφάλειας της ναυσιπλοΐας, καθώς και για την αποτελεσματική και πρακτική υλοποίηση των προτεινόμενων δράσεων, αποτελεί η σαφής αποσαφήνιση των ρόλων, αρμοδιοτήτων και ευθυνών των εμπλεκόμενων Υπηρεσιών και Αρχών.

    Αναφορικά με την Ενότητα 4: Ρυθμιστικό Πλαίσιο – Ασφάλεια – Ποιότητα, σημειώνεται ότι η εμπλοκή της Αρχής καθίσταται επιτακτική σε θέματα ασφάλειας ναυσιπλοΐας όπως η τοποθέτηση σημαδούρων, η εγκατάσταση συστημάτων πρόσδεσης (mooring) οι ρυθμίσεις ή απαγορεύσεις αγκυροβολίας, η διαχείριση της θαλάσσιας κυκλοφορίας, όπου εμπίπτουν σε λιμενικές περιοχές ή επηρεάζουν συναφείς αρμοδιότητες.

    Γενικότερα, παρότι η γενική κατεύθυνση της μελέτης είναι θετική, το προτεινόμενο πλαίσιο δεν αποτυπώνει επαρκώς τις αρμοδιότητες και τις διαδικασίες έγκρισης της Αρχής Λιμένων Κύπρου σε ζητήματα που επηρεάζουν τη ναυσιπλοΐα και τη διαχείριση του θαλάσσιου χώρου.

    Ως εκ τούτου, θεωρείται σημαντικό όπως οι σχετικές αρμοδιότητες και διαδικασίες αποσαφηνιστούν και αποτυπωθούν με μεγαλύτερη σαφήνεια στο τελικό πλαίσιο της Στρατηγικής, ώστε να διασφαλίζεται ο αποτελεσματικός συντονισμός όλων των αρμόδιων φορέων και η ομαλή υλοποίηση των προτεινόμενων δράσεων.

    Τέλος, σημειώνεται ότι οι παρατηρήσεις της Αρχής Λιμένων Κύπρου στο κείμενο του Σχέδιου Υλοποίησης ανά Αρμόδια Αρχή (Implementation Plan per Authority) έχουν υποβληθεί απευθείας στο Υφυπουργείο Τουρισμού.

  3. Ο/Η Ιατρικες Υπηρεσίες Και Υπηρεσίες Δημόσιας Υγείας λέει:

    Οι Επαγγελματίες Δύτες και οι Εκπαιδευτές κατάδυσης ή όσοι επιθυμούν την έκδοση άδειας δύτη και/ή εκπαιδευτή κατάδυσης, οφείλουν να προβαίνουν σε έκδοση πιστοποιητικού υγείας. Τα πιστοποιητικά υγείας θα εκδίδονται από το Διευθυντή Ιατρικών Υπηρεσιών και Υπηρεσιών Δημόσιας Υγείας. Οι απαραίτητες ιατρικές, απεικονιστικές ή/και εργαστηριακές εξετάσεις που απαιτούνται για την έκδοση των πιστοποιητικών υγείας και ο Κατάλογος των Εξεταζόντων Ιατρών για την έκδοση τους, θα καθορίζονται και θα επικαιροποιούνται με Διατάγματα του Υπουργού Υγείας.

  4. Εκ μέρους του Τμήματος Αλιείας και Θαλάσσιων Ερευνών (ΤΑΘΕ) να συμπληρώσω πως τα αναλυτικά σχόλια πάνω στο κείμενο του Υφυπουργείου Τουρισμού για τη δημιουργία Στρατηγικής για την ανάπτυξη του Καταδυτικού Τουρισμού, όπως και το κείμενο της Στρατηγικής του ΤΑΘΕ για τις Θαλάσσιες Προστατευόμενες Περιοχές με Τεχνητούς Υφάλους έχουν σταλεί απευθείας στο Υφ. Τουρισμού στις 18/06/2026.

    Δημόσια Διαβούλευση για την ανάπτυξη του καταδυτικού τουρισμού στην Κύπρο

    Αναφορικά με το πιο πάνω θέμα και σε συνέχεια σχετικού ηλεκτρονικού μηνύματος σας (cpapachristodoulou@visitcyprus.com) με ημερομηνίες 23/4/2026 και 28/4/2026 αποστέλλονται τα σχόλια μας:

    1. Το ΤΑΘΕ αντιλαμβάνεται την εμπλοκή και το ρόλο που μπορεί να διαδραματίσει στη διαδικασία με στόχο τη διευκόλυνση διαμόρφωσης στρατηγικής και ενός επιχειρησιακού σχεδίου για ανάπτυξη του Καταδυτικού Τουρισμού στην Κύπρο αλλά θεωρεί ότι την ευθύνη για εφαρμογή και των δύο παραμέτρων για ένα ξεχωριστό τουριστικό προϊόν (καταδυτικός τουρισμός) θα πρέπει να την έχει το Υφυπουργείο Τουρισμού.
    2. Έχουμε την άποψη ότι, τη διαμόρφωση μιας στρατηγικής θα έπρεπε να ακολουθήσει μια κοστολόγηση του σχεδίου υλοποίησης (ίσως θα μπορούσε να γίνει ένα επιχειρηματικό σχέδιο) έτσι ώστε να μπορεί να γίνει κατανοητό με πιο ρεαλιστικό τρόπο πως θα εφαρμοστεί το σχέδιο υλοποίησης και να μπορούν τα τμήματα και οι υπηρεσίες να τοποθετηθούν με πιο σαφή τρόπο.
    3. Εφόσον η υλοποίηση στρατηγικής για τον καταδυτικό τουρισμό αφορά και επηρεάζει άλλα τμήματα και υπηρεσίες σε μεγαλύτερο ή μικρότερο βαθμό, θα μπορούσε να δημιουργηθεί μια διυπουργική επιτροπή αφού όμως προηγουμένως καταδεικνύεται με τεκμηριωμένο τρόπο ο ρόλος και το κόστος σε ανθρωποώρες και προϋπολογισμό για κάθε τμήμα, σώμα και οργανισμό.
    4. Ως παράδειγμα για την ανάγκη διαμόρφωσης ενός επιχειρηματικού σχεδίου αναφέρονται τα ακόλουθα: το έγγραφο που μας έχει αποσταλεί για σχόλια (Σχέδιο Υλοποίησης) εισηγείται μεταξύ άλλων τη δημιουργία πολλών και διαφορετικού χαρακτήρα χερσαίων και θαλάσσιων υποδομών, συντηρήσεις σε σκάφη που έχουν ποντιστεί ή βυθίστηκαν, δημιουργία πολλών δράσεων ευαισθητοποίησης, ενημέρωσης, εκπαιδεύσεις καθαρισμούς βυθού, χωρίς να υπάρχει ένδειξη για το κόστος τους. Έχουμε την άποψη ότι οι ενέργειες αυτές θα έπρεπε να είχαν κοστολογηθεί και να παρουσιάζονται σε ένα σχέδιο δράσης με χρονοδιαγράμματα.
    5. Γενικά στην υλοποίηση των δράσεων που αφορούν ζητήματα υποδομών για καταδύσεις από ξηρά και σκάφη, βιωσιμότητας την καταδυτικής βιομηχανίας, προβολής του καταδυτικού τουρισμού, ενημέρωσης για το θαλάσσιο περιβάλλον, καθαρισμών βυθού, εκθέσεων, διαγωνισμών κτλ διαπιστώνεται η απουσία του Συνδέσμου Καταδυτικών Κέντρων και των υπολοίπων καταδυτικών κέντρων (με το σκεπτικό ότι περισσότερες από το 50% των κέντρων δεν είναι μέλη του Συνδέσμου).
    6. Μαζί με το κείμενο «Implementation plan per authority» που μας έχετε αποστείλει στο οποίο έχουμε ενσωματώσει τα σχόλια μας, αποστέλνεται και το έγγραφο «Θαλάσσιες Προστατευόμενες Περιοχές με Τεχνητούς Ύφαλους, Στρατηγική και μελλοντικός σχεδιασμός 2025-2029»

    National Strategy for the Development of Diving Tourism in Cyprus
    Submitted by: ASSET – Accreditation Scheme for Service Engineers and Technicians

    I welcome the Deputy Ministry of Tourism’s initiative to develop a National Strategy for the Development of Diving Tourism in Cyprus. Cyprus has significant potential as a diving destination, and the development of dive sites, infrastructure, promotion, environmental protection and operational standards is an important step forward for the sector.

    I would like to respectfully suggest that the final Strategy and Implementation Plan include a specific technical safety and competence workstream for the diving industry.

    While diving tourism is often viewed from the perspective of dive sites, visitor experience, marketing, environmental protection and dive-centre operations, the safe delivery of diving activities also depends heavily on the technical systems behind the service. These include diving cylinders, valves, compressors, breathing-air quality, oxygen-service equipment, gas blending, emergency oxygen systems, servicing records and the competence of technicians and staff responsible for this equipment.

    ISO 24803:2017 is an important standard for recreational diving service providers. However, it should be supported by a broader technical safety framework covering the equipment and breathing-gas systems used by dive centres. This is particularly important where dive centres provide rental equipment, fill cylinders, operate compressors, provide nitrox or oxygen-enriched gas mixtures, or maintain emergency oxygen equipment.

    I therefore recommend that the Implementation Plan includes a section titled:

    “Technical Safety and Competence Framework for Diving Tourism”

    This framework could include the following actions:

    1. Establish minimum expectations for dive-centre equipment servicing records, cylinder records, compressor maintenance records and breathing-air quality records. This is

    2. Encourage or require appropriate competence training for persons involved in compressor operation, breathing-air production, oxygen cleaning, gas blending, cylinder inspection awareness and equipment maintenance.

    3. Include periodic refresher training or CPD for dive-centre technical staff, instructors and operators responsible for safety-critical equipment.

    4. Promote recognised European, British and International Standards relevant to the diving sector, including standards covering recreational diving service providers, breathing-gas quality, cylinder safety, cylinder inspection and testing, gas blending, oxygen service and environmental best practice.

    5. Include emergency oxygen equipment checks as part of dive-centre safety readiness, including oxygen cylinder status, regulator function, mask availability, signage, emergency numbers and documented inspection.

    6. Create a technical consultation group involving dive centres, instructors, compressor operators, cylinder inspectors, service technicians, training providers, competent authorities and relevant standards bodies.

    7. Consider financial support or training incentives to help dive centres and staff achieve recognised technical competence, especially where this supports national licensing, ISO compliance and improved visitor safety.

    ASSET would be willing to contribute technical knowledge to any working group or consultation process relating to diving equipment safety, compressor operation, breathing-air quality, cylinder inspection, oxygen service, gas blending and technician competence.

    The purpose of this suggestion is not to duplicate ISO 24803 or to replace the role of the Deputy Ministry or any competent authority. Rather, it is to ensure that the development of diving tourism in Cyprus is supported by the technical safety systems needed to protect divers, support dive-centre operators and strengthen Cyprus’ reputation as a safe, professional and standards-based diving destination.

    A successful national diving tourism strategy should include not only dive-site development and promotion, but also the technical competence required to ensure that the equipment, cylinders, compressors and breathing gases used by visiting divers are safe, properly maintained and appropriately documented.
